本期刊刊載出版台灣、大陸、兩岸、及與國際相接之地區轉型發展中各項公共領域課題事務有關之學術研究與實務經驗，包括城鎮發展、產業轉型、政府效能、科技創新、環境生態、醫療衛生、社會變遷、媒體傳播、安全秩序、與跨域合作等。學術研究以實證與案例為主，實務經驗尤重協商治理等體制建構與兼顧聯結。

        大陸改革開放30年與台灣政治改革20年以來，圍繞民生與發展、值得各自關注探討的公共議題很多。隨著2008年以來兩岸交流的全面深化、除了原本的主權僵持外，許多新生事務更需參照1970年代起的美國社會世代變遷經驗，在台灣自1990年代民主選舉及2000年政黨輪替，與大陸自2010年代及十二五規劃以來的發展平台上詮釋解讀。

        本期刊將由美國George Mason大學前校長、國際區域科學學會(RSAI)前主席Roger Stough教授，中國人民大學公共管理學院張成福副院長，與台灣中華公共事務管理學會汪明生榮譽理事長共同主編，並邀請兩岸與國際公共管理學界相關領域知名學者參與編輯事務；自2016年起，本期刊將每年發行兩期。

       在此引用1992年台灣中山大學公事所創所時的slogan，尤其其中第三句的「眾知行」，簡易說明金字塔型菁英領導調適移轉成為複合中心導引菁英群體結構，對於現代乃至後現代多元參與治理結構逐步形成的重要與必要。

        社會結構扁平、人際互動水平、與內在價值由私而公的基礎工程當然是教育，尤其是公共事務的初中高階教育。市場與民主當然並非萬能，然而其亦並非萬惡；台灣經驗不算成功，大陸無需因噎廢食，總需兩岸攜手共進，參採傳統文化因子，為民族復興尋方向，為眼下困境找出路。

Journal of Public Affairs Review

The journal publishes scholarly research and practical experiences related to subject areas of the public domain, in Taiwan, Mainland China, and Internationally.  They may include urban development, industrial transformation, government efficiency, technological innovation, environment and ecology, health, social change, media, security and order, and cross- domain cooperation. Scholarly paper should be empirically-based or case studies, practical experiences should be of social significance.

After three decades of the opening-up and market reform in Mainland China, and two decades of the democratization in Taiwan, there are numerous public issues surrounding people's livelihood and development worth attention and study. With direct flights and various cross-strait activities since 2008, additionally to the given sovereignty stagnation, many further issues are emerging. Experiences with the U.S. since the 1970s are considered a relevant base, to be used to observe and compare Taiwan’s development since the 1990s, and Mainland China’s development since the 2010s and the Twelfth Five -Year Economic Plans.

The JPAR will be co-edited by Professor Roger Stough, former vice President of the George Mason University and former President of the RSAI, Professor Zhang Chengfu, vice Dean of the School of Public Administration and Policy (SPAP) at the Renmin University, and Professor Wang Ming-Shen, President of the Chinese Association of Public Affairs Management. Renowned scholars in the field from Cross-Strait and internationally are involved in editorial services. The JPAR publishes two issues in Chinese  since 2016.

【轉型擴版發刊詞】                      

本期刊於2000年6月創刊。曾獲2009年國科會政治學期刊評比最後推薦，且係為19份推薦期刊中唯一台北以外發行出版者；又曾於2013年獲科技部管理學期刊評比C級評價，似亦說明公共事務與管理科學課題導向跨領域之相近本質。

為求因應學術發展與實務變遷，本期刊定於2016年轉型擴版。新版期刊將刊載出版台灣、大陸、兩岸、及與國際相接之地區轉型發展中各項公共領域課題事務相關之學術研究與實務經驗，包括城鎮發展、產業轉型、政府效能、科技創新、環境生態、醫療衛生、社會變遷、媒體傳播、安全秩序、與跨域合作等。學術研究以實證與案例為主，實務經驗尤重跨域聯結與協商治理等體制建構與在地推進。

本期刊將由美國George Mason大學前副校長、國際區域科學學會(RSAI)前主席Roger Stough教授，臺灣華夏行政學會榮譽理事長吳瓊恩教授，中國人民大學公管學院兼全國MPA教指委秘書長楊開峰院長、清華大學公管學院院長兼全國MPA教指委副主任委員薛瀾院長、與中華公事學會榮譽理事長汪明生教授共同主編，並邀請兩岸與國際公共事務學界相關領域知名學者參與編輯。自2016年起，本期刊將每年發行一期學術、一期實務。
