本期刊刊載出版台灣、大陸、兩岸、及與國際相接之地區轉型發展中各項公共領域課題事務有關之學術研究與實務經驗，包括城鎮發展、產業轉型、政府效能、科技創新、環境生態、醫療衛生、社會變遷、媒體傳播、安全秩序、與跨域合作等。學術研究以實證與案例為主，實務經驗尤重協商治理等體制建構與兼顧聯結。
大陸改革開放30年與台灣政治改革20年以來，圍繞民生與發展、值得各自關注探討的公共議題很多。隨著2008年以來兩岸交流的全面深化、除了原本的主權僵持外，許多新生事務更需參照1970年代起的美國社會世代變遷經驗，在台灣自1990年代民主選舉及2000年政黨輪替，與大陸自2010年代及十二五規劃以來的發展平台上詮釋解讀。
本期刊將由美國George Mason大學前校長、國際區域科學學會(RSAI)前主席Roger Stough教授，中國人民大學公共管理學院張成福副院長，與台灣中華公共事務管理學會汪明生理事長共同主編，並邀請兩岸與國際公共管理學界相關領域知名學者參與編輯事務；自2016年起，本期刊將每年發行兩期中文、一期英文。
在此引用1992年台灣中山大學公事所創所時的slogan，尤其其中第三句的「眾知行」，簡易說明金字塔型菁英領導調適移轉成為複合中心導引菁英群體結構，對於現代乃至後現代多元參與治理結構逐步形成的重要與必要。

社會結構扁平、人際互動水平、與內在價值由私而公的基礎工程當然是教育，尤其是公共事務的初中高階教育。市場與民主當然並非萬能，然而其亦並非萬惡；台灣經驗不算成功，大陸無需因噎廢食，總需兩岸攜手共進，參採傳統文化因子，為民族復興尋方向，為眼下困境找出路。
The journal published academic research and practical experience related to the subject matters of the public domain in Taiwan, China, and International. It include urban development, industrial transformation, government efficiency, technological innovation, environment and ecology, health, social change, media, security and order, and cross-border cooperation. Academic research is based on demonstration and case. Practical experience focus on governance structure establishment.
Three decades of the opening up of reform in china and two decades of political reform in Taiwan are around people's livelihood and development. In addition to the original sovereignty still stalemate with cross-strait since the exchanges in 2008, many more things need to reference the experience for new generation of American society changes in the 1970s. The 1990s democratic elections and the 2000s party alternation in Taiwan interpretation the development platform with the 2010s Twelfth Five Year Economic Plans of Mainland China.
The journal will be co-editor of the former president of George Mason University professor of USA, former president of the (RSAI) Professor Roger Stough, The School of Public Administration and Policy (SPAP) at Renmin University of China vice-president Zhang Chengfu, and Chinese Association of Public Affairs Management of Taiwan Director Wang,Ming-Shen. Moreover invited Public administration scholars of Cross-Strait and International involved in editorial services. The journal will be issued two period in Chinese and a period in English since 2016.
